First strategic planning meeting

Activity: Meeting of the committee members for Strategic Planning for Leh Town

Terms of Reference
 Study the extent and nature of urbanization in Leh
 Prepare a preliminary list of stakeholders the committee needs to consult with for understanding the impact of urbanization and to select sectors/ themes to be covered in planning
 Finalise themes or sectors that are crucial for overall development of Leh

Summary of Results:
 The group agreed on the draft and suggested that the terms of reference (ToR) should flexible for further changes, if required
 During the meeting, the possibilities for the Municipality Committee Leh (MCL) to form a development authority was explored
 Zahida Bano, CEO LDO was elected chief convenor of the committee, whereas Rishav Paul, coordinator of Planning and Development Team, would be the associate convenor
 The possible stakeholders for the core committee was identified, which included Hotel and Guest House Association, Market Association, GM Shaikh, Executive Councillor Tourism Tsering Sangdup, Angchuk- an engineer from INTACH, Tashi Morup from Ladakh Art and Media Organisation (LAMO), Sonam Zangpo, nambardar Leh, All Ladakh Tour Operators Association (ALTOA), Municipal Committee Leh, Leh Development Authority, Ladakh Authonomous Hill Development Council (LAHDC), LOTI, ACHI, Angchuk- Executive Engineer, Dr Samphel from Health Department  Delex Namgyal, private secretary to Chief Executive Councillor (CEC) LAHDC, would provide periodic updates of the activities to the committee members.
 Bala would write down the notes and distribute among the members
 The committee members were apprised of a protocol: not to speak to the media without a strategy
 Others points, especially the quick wins, which were discussed during the meeting were: completion of parks and amphitheatre, before/after visuals of the Leh market and install it in the market, design of signages
 It was decided that the next meeting would be held on August 4, 2018 at 4:30 PM
 Explore types of planning processes relevant to Leh, such as Master Planning, Strategic Planning, Action Planning, Infrastructure Planning, etc.
 Assess the legal and institutional framework to prepare statutory Master Plan and other types of plans
 Design the planning approach that is suitable for Leh and estimate the resources required to conduct the said exercise.
 Identify quick win projects along with sponsors for the identified projects.

Follow-up:
 The members would contact the stakeholders for the formation of a core committee
 Some of the pilot projects, such as parks and amphitheatre, design of signage would be completed soon
 The committee members would meet on August 4 for the next meeting
